opt(tekton/v1/pipelines): add retries to pipeline tasks for better reliability (#4072)

Add retry mechanism with 2 attempts to multiple tasks in both Darwin and
Linux build pipelines to avoid run on GCP meet the TaintManagerEviction
on spot nodes.

refactor(pipelines/pingcap/ticdc): update TiCDC pipeline images to use new Jenkins CI images (#4071)

Update TiCDC pipeline images to use new Jenkins CI images for both
latest and release-9.0-beta branches, switching from hub.pingcap.net to
ghcr.io/pingcap-qe/ci/jenkins with specific version tags

Also unify the image usage for tini init program requirements.
